Implement header forwarding Rework config: validate config + schema at dev time to reduce probability of runtime errors

During testing for this PR the following issues were discovered:

Case sensitivity of header forwarding patterns (resolved)
Engine argument name configuration validation issue (wip)
JWT Role assignment to composite role "admin, user" (can't reproduce)
