We've had at least one other ticket from a user complaining about the cookie banner being so large that it takes up the full screen. I had no real way to reproduce the issue or test it, but then Jennifer Vinopal had this exact issue come up for her yesterday. She helped me narrow down the issue, and here is the fix. I also cleaned up the style fixes from issue #66.
