Fix off-by-one error in comparison between cutoff and item-level date #37

Compare Date objects directly instead of going through parsing and to_i song and dance.
Modify one date in fixture and add upd context to integration test.
- The pushgateway check in the added "upd" context is redundant copy-pasta.
