Switch to a cli framework #157

Using a cli framework will get me features like:

better flag/argument parsing
auto-documentation (--help text)
displaying Hathora cli version
prompting users to upgrade their cli when a new version is available

These are some interesting cli frameworks to evaluate:

Can't speak for @hpx7 but since there are no open pull-requests on this I believe you are welcome to make one and work on this. I would suggest making the pull-request early (as a "draft") to make sure you are going in the right direction.
