Hide Create new campaign button where insufficient rights #92

On the main campaigns page, the Create new campaign button should be hidden if the user doesn't have permissions to do that. What it does at the moment is to allow the user to fill in all the necessary details, add coordinators etc, then gives an error message on Create campaign.
