[QGIS 3.2] Manual callout is wrong size in export #27

I am producing an A1 size map. The manual callouts are the correct size in the layout screen shot 07-25-18 at 04 10 pm But are much smaller in the exported image. screen shot 07-25-18 at 04 14 pm
