Adding a new config supported by TorGuard

Breaking change

This is not a breaking change. This is a new config generated from TorGuard's OpenVPN Config generation tool

A new config for the secondary New Jersey, USA setup at TorGuard.

If this works, I will update a few more using the TorGuard config generation tool. At least the several US-based servers I tried do not work currently.

Did you test this config using CUSTOM config test on your container?

I just figured out how to put the config into my container, but I am not sold it's working 100% yet. Still need to test more. Am I ok basically opening a shell on my container and directly editing it on config/vpn-configs-contrib/openvpn/torguard/USA-NEW-JERSEY-LOC2.ovpn and making sure i have the matching entry? If that is about right and I confirm it works, I will make a new comment here.

It's interesting the TG config generator, generates 2 certificates instead of 1.
