Added Unit Testing & Fixed Linting #23

NOTES:

created tests directory and added initial unit tests
installed Jest, Ts-Jest
created jest config including test coverage results
fixed all lint errors & updated tslint.json
tsconfig.json updated target to ES2019 to avoid error warning message
added explicit return types for functions
