Update seed node to Bisq's latest #1114

This issue requests updating Haveno's seednode package to be up to date with latest from Bisq.

Does haveno need SeedNodeReportingService?

Not as a high priority. I looked through their seed node and didn't find any significant changes aside from the reporting. Maybe this issue should be closed.
