Are non-anonymous developers of haveno at a legal risk in some countries? Is there any opinion about that?

Is it OK to develop the software if you don't "operate" or run the service?

i dont think its illigal to write code but some countries like the US wont let you operate

This. A good example of similar area is malware development: it's perfectly legal as long as you don't deploy the software into a live environment without proper permissions.

Depends on the country. Some in the EU can send you in jail for detaining a malware source code, not even using it.
