If an Administrator edits a Publishers' post that the original Publisher can no longer edit or delete their original post. Is this intended behaviour or should the ownership of a post remain with original creator?

That is not intended behavior! I'll have to check it out. Fortunately this should be pretty easy to build an automated test for.
