Remove TODO.md #28

We will use GitHub issues for issue tracking, not TODO files. The legacy project had a TODO.md, so this should be removed and all the outstanding issues raised as GitHub issues.

Already implemented prior to raising this issue. TODO.md was deleted in d516936469e67af781741a9e81e50088c77126df and I raised issues #1 through #16 to cover the items which were present in TODO.md previously.
