Remove statement that we are not accepting PRs right now #69

After the release is nearing completion, we can start to accept PRs, although they won't be merged until after the release.

Blocked in a similar way to #29. To quote from the comments on that issue:

In particular I would like to see #17, #19, #20, #24, #35, #36, #37 and #56 resolved first.

It would also be nice to resolve or at least make progress on #18 and #31.
