Add Codacy Configuration File to project #197

Codacy Configuration File .codacy.yaml need to be added in project.

@garg-anuj I have changed the configuration of the project to ignore the 'explicit scoping issue' caused due to bind_view. Earlier #198 was failing the codacy tests, now it is approving. Please check the rest of the pull requests.

@garg-anuj Since codacy is no more showing warnings for explicit scoping issue. We can close this issue.
