This depends on #1.

Taken from @janyljumadinova's assignment handout.

[x] If the government legitimacy is high, is the population able to operate in peaceful coexistence (with no police/few police)?
[x] What happens in situations of corruption? (decreased government legitimacy)
[x] What is the effect of reducing government oppression? (number of police)
