Determine learning algorithm. #8

We need to determine how the learning behavior for agents will be implemented. I'd like to speak with @janyljumadinova about this.

This is required for #3 and #4.

Kind of got a plan for this, we'll see if it works.

Okay, looks like what we're currently trying to do is make the Person agent learn whether or not to rebel based on the number of nearby cops - see 38dfba591c3acc75092f72dbeaa6a5e02c435a0a.
