[Windows] Scrollbars cause page to shift about #2

On windows the scrollbars shift the page over rather than appearing over the top of the content. This makes the page shift about as you zoom because the scroll bars appear and disappear. This could be fixed by accounting for the scrollbar widths when calculating the page offset
