add new config value for sending bug_reports #144

The program should check if this variable is set and perform the hook only if the user wants to do it. Probably would be also nice to have like and ENV variable to disable or enable this behaviour manually.

eg:

SEND_BUG_REPORT=1 emerge -v whatever

and the /etc/funtoo-report.conf:

bug-reports:y
