possibly something to do with glowing and a looping animation. If it's an animation that's global it could be applied to anything that needs to have entice applied....
Could also be a non-clickable element. When it's activated (merlin would make this happen) it finds the item in the DOM and gets the coordinates of it. Then this element makes that thing ripple much like lost cursor on Ubuntu
Think Navi and the "LISTEN". Especially when using super-daemon if it's a user action (like hey you could have clicked on this to do that) it would be cool to pair this with the tour stop methodology of discovery and then actually position an enticement CSS sorta radial bubble or something briefly at the point where the thing exists.
Kind of like on Ubuntu if you lose your mouse you can hit CTRL and it'll blink it real quick to find it.
