refactor service banner to be an output type for collection-list

• icon (simple-icon-lite so we can colorize based on accent... or maybe not actually....)
• slot for text w/ heading tag + text

This element could be a grid tag. placing it in a grid-plate would give us the same effect as shown here.

@kchar601 this element exists on some PSU sites as per the style guide. Not sure what they call them but a simple combination of:

• primary color
• heading
• content
• icon

Could be useful stand alone but also as a way of displaying a list of items

Container query could allow it to go from the above to the image below (these are not the same, conceptually they are though)
