Move HAX /api/ to own project repo #2017

We've gotten big enough in that repo that we're hitting limitations

jr devs can't run vercel dev bc it's too big for local development without a paid account
storybook build issues directly influence our ability to update apis; not a massive deal but annoying
apis should be versioned independent of front end asset builds if needed

@zdodson21 :point_up: you should be able to call this up locally and run it now for when your doing your testing instead of pointing to prod urls if you want
