Somebody could just keep going through the Lost Your Password flow, and keep sending SMS messages to their phone or others. Why would somebody do that? Who knows.. some people are stupid. We should add a progressively exponentially longer delay each time someone goes through the flow.
Perhaps first two are free, then 15 second delay for the third. 45 for the fourth, 90 seconds for the fifth, etc.
