In general, I think allowing needs is to be avoided (we want people thinking, how can I do this the other way?) But if we do, they should cost points. Like, you can show a Need for a certain amount of time, for a certain amount of points. This way we make sure its still about earning points, doing something. And we can make the fee in point relative to the amount you normally generate.
