Create Windows version of DEVELOPER file #198

Windows and Linux have enough differences that it would be good to create a set of DEVELOPER instructions for each platform. Currently, we only have Linux.

Create a new file, DEVELOPER-WINDOWS, which walks the user through setting up their environment as the current DEVELOPER file does. Then, rename DEVELOPER to DEVELOPER-LINUX. Submit both files in your pull request.
