I think you really should post this into Android's issues. I hope I'm not 
wrong, but
I've not seen any news of a Bluetooth API in any of Android's builds, except the
non-documented one included in Git, which is used internally by Google apps, 
but they
don't support OBEX at all.

I'll love to have *real* bluetooth APIs on Android too, like it was announced 
to come :)
