Names Glitched #262

What steps will reproduce the problem?
1. Flashed straight from RC29 to cupcake.
2. Most default app names, and most category names in market are just 00s.
From 2-4 0s. A few names still work, Dev Tools, Gmail, Google Talk, Market,
the PDF part of PDF reader, Teeter, and Youtube.
3.

What is the expected output? What do you see instead?

What build are you using? Do you have apps-on-sd? What radio? Did you wipe
after flashing (yes if you are on an auto-wipe build)?

Please provide any additional information below.

The device probably defaulted to Chinese.  See this thread to revert to English:
