Notification language does not change until reboot #284

What steps will reproduce the problem?
1. Change language to english (either in setup, or after setup)
2. pull down notification bar
3. some notifications are still in the previous language

What is the expected output? What do you see instead?
The new language should be used

What build are you using? Do you have apps-on-sd? What radio? Did you wipe
after flashing (yes if you are on an auto-wipe build)?

Please provide any additional information below.
Unsure if this is a cupcake issue or not. New language is used after rebooting.
