Port of vibrate as lowest volume setting from H builds to ADP build #304

The feature I would like to see is:
The lowest volume setting on the previous H builds is "Vibrate".  The
lowest volume setting on the ADP build is "silent".  It is very nice to no
accidentally set the volume from vibrate to silent by accidentally hitting
the lower volume button.

This is probably a setting somewhere, but I'm not sure where.

I prefer that it mutes when you set volume to lowest, I hated how the H builds 
went
to vibrate.
