Marginal tax rate skyline plot #2

@hayleefay . @MattHJensen posted some figures today on Twitter of how marginal tax rates by income are affected by the tax reform. These figures are awesome and informative. I would love to include the first one (and maybe the second one--dollar weighted income) in the Quantitative Note. image image

Great! The code for the first plot is actually in Anderson's notebook so that one is already generated.

@hayleefay. We'll want to cite Anderson if he is the one who created that plot.

@rickecon It actually looks like the code for the plot is part of Tax-Calculator and was written by Martin Holmer.

There were several contributors to those plots. I'd recommend just citing the taxcalc version you use.
