template + updated views for the GET approve/reject pages
new views for POST requests to approve/reject posts

@kmahar I've merged these new endpoints, but I don't think that they should be "squadbox specific". Moderation is also something that makes perfect sense within Murmur, so why not turn on that functionality for both?

Yeah, I agree that both Murmur and Squadbox should have these. I just didn't want to include them in the shared section yet (and therefore have them exist on the Murmur production server) because the feature isn't completely implemented -- I haven't written the code yet to actually email the moderators pending messages with these links in them. But once moderation is usable I will move them into shared.
