server heartbeating and monitoring #263

We need a robust system to check if the server is alive. Planning to implement auto-sending email to a murmur mailing list once a day or etc (heartbeat) to ensure that server is not down.

@amyxzhang can you share the monitoring system and its instruction you are using? (the one sending you email when lamson is down) It'd be great if you add instructions to README

I use https://uptimerobot.com/. It checks the website is up. And also checks lamson is running with this page: https://murmur.csail.mit.edu/lamson_status I don't know if there is a way to send a test email though. Sometimes I miss alerts though, so I will add your email.
