Resizing window #108

It would be great to be able to resize the NB window rather than have it fixed width. This is possible in NB1

Here's a vue component for resizeable panes. It will require that we wrap the main content in a tag; can we do so without breaking things? https://antoniandre.github.io/splitpanes/
