Add a way to allow instructors to "reset" a course #172

Instead of "reset" I would describe it as "copy" (you don't want to delete annotations and students from the old course; rather create a new blank on).  This should be combined with a workflow for (optionally) copying specified annotations---a kind of seeding (we need to think about how to specify).
