Description: WiFi meter will always show one bar. This issue may cause any WiFi 
not to automatically connect.
Recreation: View status bar. WiFi in status bar will show one bar.

the only file changed is wpa_supplicant. I found out that I could read the 
signal level from /proc/net/wireless and create a reply for the android 
libraries.
