Update cert file #1520

Updates the certificate using the jar file at https://github.com/hazelcast/private-test-artifacts/tree/data. It's updated 4 days ago and causes our compat. tests to fail.

this is force merged as the workflow upgrade was needed due to java version upgrade to 17, but master is the source of truth regarding workflows for prs.
