Big news, team!

We finally got background processing working (at least in the simulator). Currently we can query HR, make a classification, then send a notification when the classifier predicts a panic state, all in the background.

Note that, until I test this on an actual device, I can't work on querying HRV just yet, so that's a WIP.

Please review.

note: bug found where the health app seems to crash due to it taking up too much resources. Unknown if this is a macOS issue or if it's related to the app.
