Basically set silenceLevel to a higher number than the average activityLevel of 
the
users mic when he is not talking.

Make sure we leave enough 'cut-off' time or else the mic might shutdown before 
the
user has spoken his last word or letter. It's also tricky when some users are
speaking with a soft voice ; if the silenceLevel is too low their audio will 
never be
broadcasted by Flash. An indicator in BBB that their speach is being broadcasted
would be useful.

Marking as won't fix.

With the addition of WebRTC audio and Listen Only audio in BigBlueButton 
0.9.0-beta, this issue is no longer relevant.
