Ability to change webcam quality when streaming it

Most of this work is done - just not committed until it is integrated with 
i18n, etc...

Initially, this will need to just be an additional dropdown (like the size 
dropdown) that allows the user to select a quality (i.e. low, medium, high).  
It would be best if this was an external configuration so that server admins 
could enable / disable / tweak those settings.  BUT - externalizing the 
settings may not come until a future release (when also the sizes should be 
configurable on the server).

In the next release, we then need to also work on the server side to 
reencode the Sorenson incoming video to something like H.264 outgoing to 
subscribers.
