Chat scroll bug #407

When there are a lot of people chatting and the chat log gets big,
sometimes upon reception of new message the chat will scroll up
spontaneously. This has been observed by others too, so if you can't
reproduce it know it's not just me going crazy.

Noticed in 0.7 that the chat window will scroll to the top when the user clicks 
on another window in BigBlueButton.

Looking like this might be fixed in 0.71, so tagging it for that release.

It seems this bug is still present. I think it has something to do with focus 
on the different MDI windows, like the presentation window
