RTMPT should be automatically enabled in red5 .deb packages and on devbuild.bigbluebutton.org

What steps will reproduce the problem?
1. can not log in to devbuild.bigbluebutton.org from behind proxy/firewall
2. works when directly connected to the internet
3.

What is the expected output? What do you see instead?

What version of the product are you using? On what operating system?

Please provide any additional information below.
RTMPT should be enabled out of the box. The nginx reverse caching rules are
in place out of the box, but red5-core.xml should be changed to enable RTMPT.
red5 .deb package should be changed (or bbb-conf script)
