Unknown - maybe wrong - handling of blocks with flag in archives with flag bit 0x2000000 #1

What steps will reproduce the problem?
1. Patch World of Warcraft up to version 1.11.2
2. Extract DBFilesClient\SpellAuraNames.dbc from the archive
3. The file will have zero length

What is the expected output? What do you see instead?

Unknown - which is the problem

I think the file is meant to be zero length.  That dbc file looks like it was 
meant
for debugging only.

There are about 6000 zero length files in Patch.mpq so this might just be 
Blizzard's
way of preventing access to the old versions of these files.

Unless we can find proof otherwise, I will assume that the file is meant to be 
empty.
