PHD2 should show a warning when dec compensation is disabled at high declination #415

currently phd2 just silently stops compensating. It should let the user know 
that they need to recalibrate.

This is not a valid defect. PHD2 does not actually have a declination limit on 
applying dec compensation.

The limit in phd2 applies to the calibration declination; if it is > 60 degrees 
phd2 will not use it as a basis for compensating. In this case it displays 
"Cal" as the calibration status.  Otherwise (compensating) it displays "Cal+"
