the forthcoming predective PEC (Gaussian process) guide algorithm will have the
ability to issue guide corrections during intervals where the guide star is
lost (clouds, etc.)
we need to make some infrastructure changes to enable guide algorithms in
general to issue corrections for camera frames where the guide star is lost.
