Adds Belarusian language support and fix some mistakes in cpp_russian.xml #565
This PR adds Belarusian language to the list of the supported languages.
As a reference I took cpp_russian.xml file, and recheck each country in Belarus Wikipedia manually.
Additionally found some mistakes in country names in cpp_russian.xml file.
