While some redundancies may be hard to qualify or quantify, there are definitely some that are clear cut, such as the many village variants.
While you can currently sort of do this, by making multiple rules, such as a rule for actions >= 2, matching only one card. It could be more intuitive
maybe add a “category” for cards and avoid doubling up on the same category in a set?
