try extra_footer instead of extra_navbar

@reitd000 what do you think about having the license and citation in the footer instead of navigation bar? Would be a good workaround allowing us to upgrade to jupyterbook 0.15, with features like toggling dark/light mode, etc. (see https://output.circle-artifacts.com/output/job/9cb5106e-356e-4751-b7a5-ff6fe2da0c96/artifacts/0/html/intro.html)
