Sorted the Library institutions, journals, and projects alphabetically. Added the OS-APS project.

Reviewing those changes is difficult because of the new sorting. Sorting like this also required changed entries like "British Library, The" which look unfamiliar.

Could you change the PR to add only the new project?

In the long run all data might be better maintained in JSON format (an initial file can be made using scripts/jsonify.js) which allows adding more information like sort keys, country and city names, keywords and more. JSON data can then be displayed in any order.

OK, I'll close the pull request and make a new one only with the OS-APS project. I was just bothered by the fact that there is no (e.g. alphabetising) system behind the listing, even though this was apparently originally intended (serveral sub-blocks were already alphabetical).
