When a room has a status of GAME_IN_PROGRESS, but there are 0 games for that room, there is no way to reset the room back to the PREGAME lobby status, thus you get stuck there.
Brik said he got into that state by starting their first game for the /fast lobby, then clicking "Next Game" so they could choose new spymasters
