Pin a chat room to the page for the spymasters to talk to each other

From Kyle: Reveal the spymaster chat when the game is over

From Max: Mix the spymaster chat and clues

I'm thinking about having a chat box pinned at the bottom right, and when clues are given, render those in the chat too? Or just show the chat in the same area as the clues with a toggle to hide spymaster chat?

Mostly done and released just need to:

[x] Implement some server notifications
[x] Auto-scroll the chat down
[x] Disable chat when game is over (but you can still open it)
