It'd be cool to submit your clue before it was your turn. When it became your turn, then it would auto submit, saving your team the most time.

Let's make it so they can click submit when it's not their turn. Ask first would be too complicated, so let's skip that for now. Maybe in the future we could support this.

As for submit, just add it to the proposed clues sub-collection with a new status, maybe simply PRECLUE. Make the clue auto-submit (from the spymaster's client) when the opposing team's turn ends.
